Probably due to whatever caused the salvage title. I think I see the dash plaque? Everything else looks about right. Whoever bought it from the insurance company (to flip it?) didn't do his homework! That tells me there is most likely frame damage also. Would be good for a race car or just build a driver if you could get it for $7-9K. But yes, those wheels do have some value also.
