They are bassicly OPEN Cars that have Perforated Panels on the Sides and Top. The Perforations are big enough to see that there are Cars or Trucks on the Car. The Panels are there to keep the Kids from throwing Rocks at the Cars as they went by. I have seen to Many New Cars with Rail Dust in the Paint. Yeah, it was either that or put Snipers on the top of the Train Cars............. Before the Panels came into play, CSX was having to spend a bundle repairing the Vehicles with Dings, busted Side Glass and cracked Windshieds, but those Panels do not stop all the Rail Dust issues..
