Would you happen to know the size of the screw and whether there is enough clearance in the hodd area for an attaching self locking nut? They are #6-32 x probably 1/2" long as a minimum. If you make them go through the hood AND the stiffening panel, then they'll need to be longer. If and when I decide to do this, which may be soon, I'm going to order some more of different lengths (I already have the 1/2" long ones). They aren't a prefect match with the ones in the scoop but very, very close. They look better IMO. If you decide to change only some of the screws in the scoop, then get some 1/4" long ones to replace all the short screws. Then it will look perfect. The ones I'm talking about will be a bolt from the underside going to a nut clip on the inner structure of the scoop.
