That wasn't the case on mine but I hope mine was the exception. With a conservative designer tune my car made 403 HP a the wheel, using 15% that is 475 for the engine. I just got mine back from the Mustang Dynamometer and it was ---------------------------------------------------------------------------435 RWHP---@10.0 boost @6300RPM--------Max---379RWT-------------------------- and was told it vari from dyno to dynojet (higher mumbers on Dynojet).
