Assume it is meant for those without electric power steering.... Now I gotta figure out something to do with the color / finish on that blower........ Several vendors on E Bay in the 285 to 300 dollar range. I was lucky enough to find a vendor listing them for 285 or best offer. Offered 200 bucks and they accepted it.
